“It is said that the Hornburg has never fallen to assault” shows Theoden saying that the Hornburg is a safe place, but while he said that they were being attacked by an endless ocean of orcs. It shows Theoden’s hope that the Hornburg will hold against the attack.

“The White Rider was upon them, and the terror of his coming filled the enemy with madness.” shows that Gandalf was indeed a great power. Especially if the mere sight of him could give enemy armies despair and friendly armies much hope. Without him most of the Fellowship would have died a horrible death.
